Qualification:
Masters degree in Economics, Public Administration, Social Sciences or equivalent from a reputable university
Experience:
* 15+ years of relevant experience in relevant areas such as development planning and budgeting including Performance Based Budgeting, PFM and Debt Management
* Experience in working with government agencies (central and local), civil society organizations and international organizations is diserable
* Experience in designing and developing capacity enhancement initiatives
* Experience in the usage of computer and office software packages
Competencies:
* Excellent planning, organizing, communications and report writing skills
* Demonstrated ability to establish and maintain excellent working relationships
Responsibilities:
* Technical Support to the delivery of Improved Public Financial Management e.g. Designing and implementation of Medium Term Budgetary Framework (MTBF)
* Technical support to the design of Performance Based Budget (PBB) system to support improved delegation and performance management of service delivery by line department
* Preparation of linkage of policy with budget
* Support team leader and deputy team leader in designing and implementation of strategies and detailed work plan
